The Bhajan Lal Sharma–led BJP government in Rajasthan will enact a new law, on the lines of Gujarat, to empower the state to declare a “particular area” as a disturbed area, maintain demographic balance in such areas, and protect the rights of permanent residents and their tenants.
The proposal to this effect was placed before the state cabinet meeting held here on Tuesday under the chairmanship of Chief Minister Bhajan Lal Sharma and was approved. Accordingly, the requisite Bill — The Rajasthan Prohibition of Transfer of Immovable Properties and Provision for Protection of Tenants from Eviction from Premises in Disturbed Areas Bill, 2026 — will be introduced in the state Assembly.

The Bill will be tabled during the Budget Session of the Assembly, scheduled to commence on January 28 next week, Parliamentary Affairs Minister Joga Ram Patel, Industries and Commerce Minister Rajyavardhan Singh Rathore, and Food and Civil Supplies Minister Sumit Godara told media persons after the meeting here this afternoon.
The cabinet also took several important decisions, including approval of the new Aerospace and Defence Manufacturing Policy and the Semiconductor Policy.
Minister Patel said there had been feedback from several areas about the possibility of demographic (social) imbalance. To prevent such a situation and to maintain demographic balance, the government has decided to bring in the new law. Once enacted, the law would empower the state government to declare an area as a disturbed area in cases of demographic imbalance, even if there are no riots.
The proposed law would also protect the rights of permanent residents over their immovable properties, as well as the rights of tenants. Property owners would not be compelled to resort to distress sales at throwaway prices, and tenants would not be forced to vacate their premises, Patel added.
The Aerospace and Defence Manufacturing Policy is expected to pave the way for large, mega, and ultra-mega manufacturing projects, including, in the future, the assembly and manufacturing of aircraft.
The Semiconductor Policy will facilitate the manufacturing of semiconductor chips in the state.
The cabinet also decided to organise mega parent-teacher meetings (Mega PTMs) across the state on January 23, 2026, on the occasion of Basant Panchami. These meetings are expected to be attended by around 65 lakh parents.
